Mark Tilley

Mark joined the Texas Association of School Board’s Legal Services as a staff attorney in 2007 and became a Senior Attorney in 2009. Mark served as the editor of the TASB School Law Update from 2007 to 2009 and has served as the Coordinator for TASB’s Legal Assistance Fund since 2008. Mark also works with TASB Policy Service to develop legal policies and the ESC policy manual.

Mark received a Bachelor of Arts degree with honors from Stephen F. Austin State University in 1995 and earned his law degree from Texas Tech University School of Law in 1999. During law school, Mark worked as a legal assistant with the Texas Department of Protective and Regulatory Services. From 1999 to 2007, Mark worked in private practice in Austin, where he represented Texas public school districts, education service centers, and community colleges. He is admitted to the four U.S. District Courts of Texas and the Fifth Circuit Court of Appeals.


Mark is a member of the school law section of the State Bar of Texas and a member of the Texas Council of School Attorneys. Mark’s parents are both retired educators-his father was a school superintendent for 15 years and his mother spent her career as an elementary teacher and high school librarian.
