Julie Leahy

Julie D. Leahy is a staff attorney with the Texas Classroom Teachers Association, where she represents classroom teachers and other instructional professionals in employment-related matters before school district boards of trustees, the State Board for Educator Certification, the commissioner of education and district court.

Her areas of representation include grievances, appraisal matters, contract nonrenewal or termination defense, discrimination claims, public information and open meetings, student discipline, investigation of educator misconduct and certification disciplinary complaints Prior to joining TCTA in 2004, she spent three and a half years with the State Board for Educator Certification as a staff attorney.

In that capacity, she was responsible for the investigation and prosecution of complaints of misconduct made against certified educators. She is a frequent speaker at legal conferences and trainings on various topics related to school law, such as fingerprinting and background checks, student discipline and conflict resolution. Julie is a member of the State Bar of Texas and the Travis County Bar Association. She received her undergraduate degree from the University of Texas at Austin and her law degree from the University of Houston Law Center.
