Elneita Hutchins-Taylor

Past Chair , Houston Independent School District

Elneita Hutchins-Taylor is a graduate of Wellesley College in Wellesley, Massachusetts, and the University of Texas School of Law. She has served as the school attorney/general counsel for the Washington, D.C., Public Schools and the Cypress-Fairbanks Independent School District.

She has also served as staff counsel to the U.S. House of Representatives Ethics Committee. She is currently serving as general counsel to the Houston Independent School District for the second time.

Aside from her professional activities, over the years Ms. Hutchins-Taylor has been involved with various organizations that address the needs of children, including serving on the boards of Covenant House Houston, the Children’s Museum of Houston, and the Boys and Girls Club of Houston. She is also a member of Jack & Jill, Inc., and the secretary of the Port City Chapter of Links, Inc. The chair-elect of the School Law Section of the State Bar of Texas, she is a past chair of the Texas Association of School Boards’ Council of School Attorneys and a former board member of TASB’s Legal Assistance Fund.
